In reinforcement of the principle of cooperation between our university, official institutions, and civil society, and in implementation of the "Iraqi Anti-Drug Week" curriculum approved by the University Presidency, the Department of Law—in cooperation with the Psychological Counseling and Educational Guidance Division—held a scientific seminar titled (The Crime of Drug Trafficking and Abuse in Legislation) at 12:30 PM on Saturday, November 30, 2024, featuring the participation of:
-
Lecturer Dr. Basim Hassan Al-Hassani – Chair.
-
Assistant Lecturer Emad Sadiq Ja'far Al-Obaidi – Speaker.
-
Lecturer Dr. Yaqdhan Hameed – Rapporteur.
The seminar emphasized that drugs are considered one of the most complex problems facing human society. Countries worldwide have recognized the grave consequences resulting from the rapid spread of this crime and have worked to combat it through various internal and external means. In domestic legislation, penalties have been imposed for trafficking and abusing these substances. These penalties vary from one country to another, sometimes reaching the death penalty, as is the case in Chinese legislation of 1934, which permitted the death sentence for drug trafficking offenses. Similarly, Iraqi legislation permits the death penalty for drug trafficking offenses under Article 27 of the Narcotics and Psychotropic Substances Law No. (50) of 2017.
